If you export goods from Canada, the wooden pallets you use are subject to international phytosanitary regulations. Getting this wrong can mean your shipment is held at the border, fumigated at your expense, or returned entirely.
This checklist covers everything you need to know about ISPM-15 heat-treated pallets before your next export shipment.
What Is ISPM-15?
ISPM-15 (International Standards for Phytosanitary Measures No. 15) is a standard developed by the International Plant Protection Convention (IPPC). It requires wooden packaging materials — including pallets, crates, and dunnage — used in international trade to be treated to eliminate the risk of spreading invasive insects and plant diseases.
Which Countries Require ISPM-15 Pallets?
More than 180 countries have adopted ISPM-15, including the United States, European Union, Australia, New Zealand, China, and Japan. If you are shipping from Canada to any of these destinations, your pallets must be ISPM-15 compliant.
The ISPM-15 Mark: What to Look For
Every ISPM-15 compliant pallet must bear the official IPPC mark on at least two opposite sides. The mark includes the IPPC wheat symbol, the country code (CA for Canada), the producer/treatment provider number, and the treatment method (HT for heat treatment).
