Heat Treated Pallets Surrey (ISPM-15) & the Lower Mainland

What Are Heat Treated Pallets?

Heat treated pallets in Surrey are wooden pallets processed to meet ISPM 15 requirements for export (International Standards for Phytosanitary Measures No. 15), with the wood heated to a core temperature of at least 56°C for at least 30 continuous minutes so the pallets can be used for international shipping. For exporters, manufacturers, warehouse facilities, distributors, freight carriers, and logistics operations in Surrey and across the Lower Mainland, understanding these requirements helps prevent shipment delays, border rejections, and added costs when goods move overseas.

The purpose is to eliminate insects, larvae, and other wood-borne pests that could otherwise travel across international borders inside the wood, and unlike chemical fumigation, heat treatment leaves no toxic residues on goods. ISPM 15 is administered in Canada by the Canadian Food Inspection Agency (CFIA).

Why Exporters Need ISPM-15 Compliant Pallets

Most countries that have adopted ISPM 15 require all wood packaging material — including pallets, skids, crates, and dunnage — to be treated and marked before it enters the country. Non-compliant wood packaging can be refused entry, held at the border, subjected to mandatory re-treatment at the importer's expense, or destroyed.

Shipments moving between Canada and the continental United States are currently exempt from ISPM 15 requirements. However, shipments to most other destinations — including the European Union, the United Kingdom, Australia, China, Japan, and many others — require compliant packaging.

Heat Treated vs. Kiln Dried — What's the Difference?

Kiln drying and heat treatment are not the same thing. Kiln drying is a process used to reduce the moisture content of lumber for structural or finishing purposes. It does not necessarily achieve the core temperature and duration required under ISPM 15.

Only pallets that have been treated to the ISPM 15 standard and stamped with the IPPC mark are accepted as compliant. A kiln-dried pallet without the IPPC stamp will not be accepted at most international borders.

The IPPC Stamp

Every ISPM 15-compliant pallet must carry the IPPC mark — a wheat-sheaf logo — along with the two-letter country code (CA for Canada), the producer's registration number assigned by the CFIA, and the treatment code HT (for heat treatment).

The stamp must be legible, durable, and applied directly to the wood — not on a label or sticker. Pallets we supply for export are stamped in accordance with CFIA requirements.
